House Oversight Committee Passes Sessions Bill to Bring Transparency to Government Technology Projects
April 10, 2024
Washington, D.C. – During a markup, the Committee on Oversight and Accountability passed H.R. 7524, the GSA Technology Accountability Act. Congressman Pete Sessions (TX-17), Chairman of the Subcommittee on Government Operations and the Federal Workforce, introduced this legislation to implement critical transparency and oversight measures to the General Services Administration's (GSA) management of taxpayer-funded technology projects.
"I am pleased that the Oversight Committee passed my GSA Technology Accountability Act with strong bipartisan support said Chairman Sessions. “This straightforward legislation will bring much-needed transparency to technology projects developed by the General Services Administration. The Government Operations Subcommittee concluded after a hearing on the GSA’s development of Login.gov that the federal government’s internal technology consultancy is operating with a lack of oversight, allowing for instances of serious failure. My bill will ensure proper accountability for how taxpayer dollars are invested in GSA technology development going forward. I appreciate the bipartisan support for this commonsense legislation, and I look forward to it advancing further through Congress."
The GSA Technology Accountability Act will enhance congressional oversight and transparency into the GSA’s management of taxpayer-funded technology projects. The bill requires the GSA Administrator to submit an annual report to Congress detailing the allocation and use of funds from the Citizen Services Fund and Acquisition Services Fund – the primary sources of funding for the GSA's Technology Transformation Service. The enhanced reporting requirements in this bipartisan legislation aim to ensure taxpayer dollars are wisely used for GSA technology development initiatives going forward.
